This position is located in HHS/Administration for Children and 

Families (ACF), Administration on Children, Youth and Families 

(ACYF), Children's Bureau (CB) in Washington, DC. 

 

The incumbent serves as a national expert who provides leadership in 

initiating, planning, developing and implementing nationwide 

programs in adoption, specializing in issues concerning adoption 

services for children with special needs who are in the child 

welfare system.  Incumbent also serves to provide authoritative 

advice in the area of special needs adoption.
