Bill: HB 237
Sponsor: STA
Title: Removing a Regent
Referrals: STA, JUD
Content: Authorizes the Governor to remove or suspend a member of
the Board of Regents of the University of Alaska for good cause and
establishes a procedure for the removal or suspension of a regent. The bill
defines good cause as (1) a violation of AS 39.52 (Alaska Executive Branch
Ethics Act); (2) conviction of a felony in any jurisdiction; (3) conviction
of a misdemeanor in any jurisdiction if the misdemeanor involves (A)
dishonesty; (B) breach of trust; or (C) the University of Alaska; (4)
nonfeasance in office, including (A) misconduct in office; (B) an inability
to serve; (C) neglect of duty; (D) incompetence; (E) unjustified failure to
perform the duties of the Board of Regents; (5) failure to continue to meet
the requirements of AS 14.40.130 that relate to the qualifications of a
regent.

Title: Oppose Federal ID Requirements
Referrals: STA
Content: The resolution urges Congress to repeal the Real ID Act
of 2005. Among other things the Act requires the display of residential
addresses on driver's licenses and noncompliance will result in limitations
on Alaska residents' freedom of travel and access to federal facilities.

The Senate Finance Committee passed its version of the FY2008 operating and
mental health budgets from committee on Friday. To see the budgets you can

Work starts next week in Senate Finance on the Capital budget.
SB 61, the supplemental budget bill, is scheduled for the Senate Floor on
Monday.
UPDATES: Look here to track bills of interest
HB 29, Safe Havens, was amended in FIN and is in RLS. The bills allows
parents of infants 21 days old or less to leave their infant in the physical
custody of a person who is a (A) person the parent reasonably believes would
provide for the health and safety of the infant and who would act
appropriately to care for the infant; (B) peace officer, community health
aide, physician, hospital employee; or (C) person who is employed by or is a
volunteer for a fire department or emergency medical service, if the person
is acting within the scope of the person's fire department or emergency
medical service duties.
HB 92, Jurisdiction 0f Ombudsman, passed the House and was transmitted to
the Senate.
HB 113, Optometrists Use of Pharmaceuticals, passed L&C. It’s in RLS.
HB 159, Stillbirth Certificates passed JUD. It’s scheduled for a hearing in
FIN on April 17th.
HB 213, Crimes at DV Shelters, sponsored by Rep. Doll, passed HES with a CS.
The CS is not available yet. It’s scheduled for a hearing in JUD on April
17th.
HB 215, Task Force on CDVSA, sponsored by Rep. Fairclough, was amended and
passed from HES. The changes included requiring the task force to meet a
minimum of at least once in the following cities: Juneau, Anchorage,
Fairbanks, and a rural community of the state and extending its reporting
date from February 1st to March 1st 2008. It’s scheduled for a hearing in
FIN on April 18th.
HCR 5, 2007 National Crime Victims Week, passed the House on Friday and was
referred to the Senate.
HJR 7, Const AM: Gender Neutral References, passed STA. The bill proposes
amendments to the Constitution of the State of Alaska to avoid the use of
personal pronouns and similar references that denote masculine or feminine
gender in that document. It’s scheduled for a hearing in JUD on the 18th.
SB 4, Senior Care Program, passed the Senate and was referred to FIN in the
House.
SJR 3, Medicare Rates in Alaska, passed the Senate and was referred to HES
in the House.

Governor’s Corner:
The Governor announced the winners of the 2007 Outstanding Volunteers of the
Year Award. They are Joan Behrends of Cordova, Carolyn Crouch of Anchorage,
Elmer Feltz of Wasilla, Harold Greve of Anchorage, Ron King of Juneau, Kay
Love of Palmer, Barbara Murray of Juneau, Mayme Ohnemus of Cooper Landing,
Kenny Pearson of Ketchikan, David Skitt of Anchorage, David Wolfe of
Chugiak, Roberta Nivers of Wasilla .
The Alaska Commemorative Coin Commission is seeking your comments on the
four final designs for the Alaska commemorative quarter. The new state
quarter is part of a 10-year program started by Congress in 1999. Coins are
released every ten weeks in the order states were admitted to the union.
Alaska was the 49th state admitted to the union in 1959. The Alaska
Commemorative Coin Commission submitted five narrative designs to the United
States Mint. Final designs were selected based on aesthetic beauty,
historical accuracy, appropriateness and coinability. The four final designs
are:
• A polar bear with the midnight sun
• Denali National Park with a dog sled musher and the Big Dipper with the
North Star
• A brown bear with salmon and the Big Dipper with the North Star
• Denali National Park with a gold panner
Governor Palin is asking for comments from the public before she selects the
final design later this month. Pictures of the proposed coins may be found
on the State of Alaska homepage. Alaskans may also submit comments online.
Public comments are welcomed through April 22, 2007.
